Read-only relationship-context snapshot

relationship-context-snapshot@1 is the smallest shared private projection between the canonical human-owned CRM / PERSONAS Google Sheet and two bounded consumers: Relationship Scout and Artifact → Human Router. It is not a CRM, people database, relationship authority, or write-back sync.

The owner of evidence projection is people_intel. projects owns only the consumer contract and governance boundary. The snapshot is private/local by default and carries noncanonical_read_only_projection; canonical relationship status, priority, interpretation, next action, waiting state, do-not-contact, notes, and accepted tags remain human-owned in CRM/PERSONAS.

The exporter requires an explicitly configured spreadsheet ID, tab, stable CRM person_ref column, and read-only Sheets credentials. It uses no write API and emits a content-addressed snapshot.json plus relationship-context.jsonl. The generic Intelligence Pack accepts the private snapshot through its relationship_context adapter and can only produce FACT / INFERENCE / RECOMMENDATION judgments with human gates.

Current local runtime finding (2026-09-13): no authorized CRM/PERSONAS sheet locator and stable-column mapping were present in the bounded local estate. The reusable exporter and consumer adapter are therefore tested with sanitized fixtures, but a real routing pack remains blocked until an operator supplies that authorized configuration. This absence means not supplied, never "no relationship context exists".
